Part 2 of this Patient Privacy series focuses on the proposed creation of the “Electronic Health Record” (EHR), which would be an electronic system developed and maintained by a Government prescribed organization to enable health information custodians to collect, use and disclose personal health information for the purpose of providing health care. Items to be discussed include the functions and responsibilities of the prescribed organization; the obligations of health information custodians with respect to the EHR; the collection of information from the EHR by the Ministry of Health and Long-Term Care; and the authority of patients to withhold information.
