Part 2 of this Patient Privacy series focuses on the proposed creation of the “Electronic Health Record” (EHR); a system developed and maintained by a Government prescribed organization to enable health information custodians to collect, use and disclose personal health information for the purpose of providing health care. To be discussed: the functions and responsibilities of the prescribed organization; the obligations of health information custodians; the collection of EHR information by the Ministry of Health and Long-Term Care; and the authority of patients to withhold information.
